Serverless and Free Dynamic Build & Release Agents for Azure DevOps/VSTS using Heroku

I've been using Azure DevOps for some time now, and the thing that bugged me the most was the lack of dynamic build agents without paying for the concurrent release pipelines (the hosted agents are fine, but not great - i've explained why in the actual post).
